The International Cooperative Alliance Asia and Pacific (ICA-AP) Committee on Cooperative Research (CCR) is pleased to present the study titled "Promoting Partnerships between the State and Cooperatives – A Comparative Perspective from Select Countries of the Asia-Pacific Region" at the 11th Coop Colloquium on 20 December 2024. The Coop Colloquium is an initiative by ICA-AP CCR to convene academic partners from across the region to address key issues related to cooperative development.
State-Cooperative Partnerships
Partnerships between governments and cooperatives are essential for advancing economic, social, and environmental goals. The research study highlights the importance of such collaborations by investigating the legal, policy, and institutional frameworks across ten countries in the Asia-Pacific region: India, Japan, Jordan, Kyrgyzstan, Malaysia, Morocco, Nepal, Fiji, South Korea, and the Philippines.
The study identifies the role of fiscal incentives, financial contributions, and human resources in fostering strong partnerships. It also explores how engagement between the state and cooperatives varies across countries, with some demonstrating robust legal and institutional support while others face barriers due to inadequate frameworks. Interviews with policymakers and practitioners shed light on the benefits of partnerships—such as social inclusion and economic sustainability—and the hurdles, including lack of stakeholder consultation and unclear regulations.
To strengthen government-cooperative partnerships, the study recommends enacting supportive policies, building cooperative capacity for welfare programs and competition, actively involving stakeholders in governance, and promoting innovation through the sharing of best practices.
The study was financially supported by the ICA - European Union’s Framework Partnership Agreement 2 (ICA-EU FFPA2) and carried out in partnership with Chanakya University.
